Marriage counseling for Navy...?

My husband and I are facing some issues right now and it all comes down to a lack of communication. He's constantly underway, when he's home he still has to go to work, duty, and deployment is coming soon. What I'm wondering is, will he be able to go to counseling with all of this going on at work? If so does tri-care cover this?
