My boyfriend wants but im not sure help?

Well me and my bf have been going out for about a year and a half.And well i have wracked him of but now he wants to take it to the next level and well i don't no we would use a condom but im still scared. he wants to do it for my birthday or his birthday. my birthday is the end of november and his Birthday is a week b4 xmas. we will both be 14 hes not a virgin hes done it once befor. but im scared he will say im **** i don't no how to shave because sometimes i get a shaving rash and it looks horrible. please what shall i do and please don't say oh well its illegal because at the end of the day most people loose at at 14/15. plz help plz
