Does this sound romantic or something a creeper would do?

I don't think it sounds creepy. If he's a vampire then he would still be no older than 23 so it's not like he aged while she did and there is still a big age gap. It's like in The Time Traveler's Wife- the male main character meets the female main character when she was six and he was like 40. It's fine.
