How can people have NO sympathy for others?

I was reading an article about Somali refugees traveling to Kenya in the Yahoo news section, and I was shocked and very disturbed by some of the comments I read. One of the Somalis lost three of her children on the way, and of course, smart and supposedly "funny" comments ensued. Some people even called for their extermination. Are these people sociopathic or something?
